2410 Enrolment Field Work Status Report

This is an update report on the status of the Electoral Roll Update Program in all the 22 provinces in terms of the implementation of their activities in preparation for the updating of their respective Provincial Rolls in the next four months. The Electoral Roll Update Program activities immediately commenced after the training of all Election Managers and Assistant Election Managers in August this year (2016) in Lae.

Provinces that have completed their Second Level Training for Returning Officers, Assistant Returning Officers, LLG Supervisors and Enrolment Ward Committees as at 14/10/2016 are as follows:

  • Central, Milne Bay, East New Britain, Northern, East Sepik, Manus, West New Britain, Gulf, Morobe, National Capital District, Western Highlands, Chimbu, Hela and Jiwaka.

Western province is the last province in Southern Region to commence its Second Level Training today (20/10/2016) while Eastern Highlands will commence on 24/10/2016.

Enga, Southern Highlands, New Ireland, Madang and West Sepik are yet to commence their training for their Returning Officers, Assistant Returning Officers, LLG Supervisors and Enrolment Ward Committees.

Meanwhile, provinces that have completed and provinces that are in the process of completing their Third Level Training for Enrolment Agents include:

Milne Bay, East New Britain, East Sepik, Manus and West New Britain.

For Central Province, only Rigo district in Central province has conducted their Third Level Training for Enrolment Agents while training of Enrolment Agents for Abau, Kairuku/Hiri and Goilala districts were delayed due to late processing of claims for payment. But training should commence this week.

NCD commenced its Third Level Training for Enrolment Agents yesterday (19/10/2016) for 90 agents who will visit all secondary schools in the National Capital District to register eligible student voters. The next training will be for Enrolment Agents for all the three NCD electorates – Moresby North East, Moresby South and Moresby North West.

Provinces that have completed Fourth Level Training for their Provincial Data Center Coordinators, Data Processing Officers (DPOs) and Checkers include:

  • Milne Bay, East New Britain and Rigo district in Central province.

Provinces soon to conduct their Fourth Level Training include:

  • Manus, West New Britain and East Sepik

Enrolment Field Work Report
Field work to update the Electoral Roll has commenced in East New Britain, Milne Bay and Central provinces.

Manus and West New Britain have commenced field work on 13/10/2016 in one or two of their LLGs.

East Sepik and Morobe were to have commenced field work on 16/10/2016 while NCD later this month.

Other Developments in 2017 Election Preparations
Review of the Training Manual for the 2017 National and LLG Elections workshop to be held from 7-11 November, 2016 in Mt. Hagen, West Highlands.

Counting Manual for 2017 will be reviewed with the assistance of the Australian Electoral Commission team from 14-18 November, 2016.

Updating of the Presiding Officers Manual will take place through an in-house structured discussion with relevant headquarters staff.

Once that is done, the AEC/PNGEC Twinning Training Proposal to finalize approved Presiding Officers Manual and Training Guide; Counting Manual and Training Guide; and Nomination Manual and Training Guide will be approved for use in the 2017 national elections. 

Procurement Plan for 2017
A Procurement Management Guide for 2017 which is part of the overall National Logistics Plan provides descriptions as to how procurement will be facilitated commencing October 2016 to 2017.

Tendering process will take effect soon when the selection of service providers is done by the team working on the service providers’ data base.

Selected printing companies met with Commissioner and the PNGEC Procurement Team this week and discussed printing requirements for the ballot papers. 

Enrolment Strategy for NCD and Bougainville
Brief discussions were held with the Election Manager and Assistant Election Manager for NCD on the enrolment exercise and how they will coordinate the whole process in the nation’s capital.

One of the strategies that NCD Electoral Office has identified for its enrolment exercise will be the targeting of the Tertiary Institutions in the nation’s capital for provisional voters and those who have turned 18 years. The two days training of 90 enrolment agents to do school enrolments was completed yesterday (20/10/2016).

There will be centralized locations in the three electorates (Moresby North East, Moresby South and Moresby North West) for voters to check their names on the Roll and also use PNGEC website for name checking.

The Autonomous Region of Bougainville will conduct its normal training with the Returning Officers and Assistant Returning Officers this week.

Enrolment field work in AROB should commence next week in the respective locations in the three electorates of North Bougainville, South Bougainville and Central Bougainville.

Elector data entry will be done at the Office of the Bougainville Electoral Commission in Buka once field work is completed.
