2204 Outstanding Bills a Potential Risk for 2017 Elections

The PNG Electoral Commission still faces a lot of challenges with outstanding bills for service providers in the 2012 and 2013 elections. Electoral Commissioner Patilias Gamato says this was because of poor management and control in the past. And he warned that these outstanding bills will be a potential risk for the 2017 National and LLG elections if they are not settled.

2104 Phase One of Roll Improvement Completed

The Electoral Roll Update exercise in 2016 nationwide is being done in four phases. Phase one is roll cleansing; phase two is roll display; phase three is the actual enrollment exercise; and phase four is objection. The Roll will be displayed at respective wards by enrollment agents who will be recruited at respective wards. So far phase one which is Roll Cleansing has been completed.

1904 Commissioner Encouraged by Support from Provinces

Electoral Commissioner Patilias Gamato says he is encouraged by the support indicated by the provinces to assist in the work of elections in their respective provinces, especially preparation work and the conduct of the 2017 National and LLG elections. Mr. Gamato said that some provinces have already committed funds from their respective provincial budgets to counter-fund Electoral Roll Update exercise in 2016.

1904 Gamato Orders Review of PNGEC's Internal Financial System

Electoral Commissioner Patilias Gamato has ordered a review of PNG Electoral Commission's internal financial system. Mr. Gamato found that there are a lot of issues with budget, funding, procurements and outstanding claims for service providers. After the review PNGEC should be able to control and manage the weaknesses and improve its financial system and processes under the Integrated Financial Management System (IFMS).

1804 EBC Review Reports Rejected Due to Vested Political Interests

The responsibility of approving electoral boundaries should be given to a body like the National Executive Council or a Commission comprising of Constitutional Office Holders rather than Parliament. This is because politicians have vested interests in approving electoral boundaries. Rejection of EBC Reports has resulted in many delays in creating boundaries and Open electorates in PNG.

1804 No By-elections and Supplementary Elections after July 2016

Electoral Commissioner Patilias Gamato says there will be no by-elections and supplementary elections conducted after July 2016. At present there are three by-elections that must be conducted and concluded before the July 2016 time frame. These by-elections include the Samarai-Murua Open, South Bougainville Open and North Fly Open electorate by-election.
