Invitation to Observe the 2017 Parliamentary Elections in Papua New Guinea

The Papua New Guinea Electoral Commission (PNGEC) extends an invitation to international inter-governmental and non-governmental organizations and entities to observe the parliamentary elections to be held this year. In accordance with the Constitution and the electoral law, the elections will determine the composition of the 111-seat parliament, with 89 Members elected from Open electorates and 22 Governors elected from Provincial electorates.

The campaign period has been underway since the close of nominations on 27 April; voters will be voting during the polling period (24 June – 8 July), after which the votes will be counted and the results tabulated prior to the return of writs on or before 24 July. The PNGEC was established as a corporate government institution by the Constitution on 16 September 1975 and is headed by the Electoral Commissioner, appointed by the Head of State (Governor General) on the advice of the Electoral Commission Appointments Committee. As an independent Constitutional office, the PNGEC is not subject to direction or control by any person or authority. In accordance with international best practices, the Commissioner invites international electoral observer groups to apply for accreditation and to nominate observers.

International observers have an important role to play in enhancing the transparency and integrity of the process and providing recommendations for future improvements. International inter-governmental and non-governmental organizations and entities with experience in international election observation, democracy, human rights or good governance work are encouraged to apply for accreditation.

 Organizations wishing to send observers are requested to submit one accreditation application form with information on the organization, together with a registration form and photo of each observer proposed.
